This seems to resolve the test failures for me. This is more or less copy / pasta from:
https:/puppetlabs/puppet/blob/master/spec/unit/provider/package/gem_spec.rb
I also switched
@resource[:install_options]toresource[:install_options], which seems more consistent with other providers and with the rest of this one as well.
