Final Report Stage implicitly implies consensus on work items from the CCG.

Add a community response section, where the community can respond to a final document, in a published document.
Add a work item review for documents that are published in the CCG
Review process: what happens if part of the community does not support this document? Do we publish with a principled objection. Can we have a community response section which can include people's comments on the document, this includes a diversity of views right in the document.
