This use case seems like a potential optimization to remove the need to decode/encode the content at the RTCPeerConnection level.
If this use case is only about this, it could be seen as a User Agent implementation choice.
If this use case is more than that, it should be clarified.

The list of requirements are not making it clear where the shortcomings are.

  • N40 is already feasible. It should probably be precised.
  • N41 is not a requirement but an API proposal. It should probably be rewritten in a more agnostic way.
  • N42 is already feasible via WebRTC stats. It should probably be precised to understand what we are after.
