Add wazuh_manager module in master #2002

Description

As we can see here, wazuh_db tests are failing because they can't import wazuh_manager module.

This module was added to branch 4.2 in #1643. With the merge of #1527, test_wazuh_db has been modified but the new module wasn't added. We need to add this module in master branch.

I'm closing this issue because changes were reverted in #2014.
