ApplicationCommands can be invoked via CLI. This would allow installation of packages from outside of the Sublime Text application. It isn't tied to a window anyway.
Potential issues: I don't know if Sublime Text will wait for all plugins to load before executing the command it was passed in the command line when that command started ST itself. It should work while ST is running however.
