what was your solution? i encountered the same issue. was it the issue on the emulated device itself?

My mistake was that I tried to use Sv2 instead of Pie in the android emulator, because the webpage I wanted to use didn't loaded with Pie.

But I realized we don't need our webpage, if you create the private keys files with the https://bitmovin.com/demos/drm webpage's video (which loads with Pie), they will work with any video later, not just with that video.
