Relocate the rebase bot pipelines to locations consistent with the backport bot. An interesting note is that the rebase bot Azure DevOps pipeline lived in the
yaml-pipelinebranch of themono-github-triggerrepo. That repo has long been archived. Makes more sense to include that pipeline file in this repo.Moved & renamed the
action.ymlfile from the repo root to the .github/workflows folder. Renamed torebase-action.yml.Note that relocating the
action.ymlfile will involve updating all clients, but all clients will need to be updated to support managed identity authorization anyway
