Yes, Material 3 changed the spec on sliders and linear indicator in Dec, 2023.

When I click on a song, the mini player is black at first but changes to the bottom bar's color a split second later. My phone is a bit slow so that might be part of it..
The previous screenshot shows it, then it changes, but only when there wasn't a song before.

You turned on "Pure black", right? This is to make the player screen totally black, but this is the side effect. Create an issue for that, thanks.
