I got this report regarding the AT+COPS operation so in order not to lost this info I am documenting it here

The AT+COPS=0,0 is executed in https:/zephyrproject-rtos/zephyr/blob/master/drivers/modem/gsm_ppp.c#L302

On at least U-blox SARA R412M, this command should not be issued if the modem is already in automatic operator selection mode. Issuing it again makes the modem forget some cached data, so connecting to the network takes perhaps a minute extra (or up to ten minutes extra for NB-IoT).
