[BUG] Исправить CI для сборки тегов с v3 для версий 3.x, 2.x, 1.x #1898 #1899

При выпуске тегов для версий 3 и ниже начинается сборка v4, что к неожиданным последствиям (деплой доки v3 на основную витрину, etc) Требуется обновить ci с учетом выпуска с разных веток
