Enforce V4 bundles as min version of bundles for FC

Once

• Core Tools - defaults V4 bundles
• VS Code - defaults to V4 bundles
• Possibly other tooling - Maven, VS default to V4 bundles
  throw error if app is using < V4 bundles on FC

Throw unsupported error if app is using < V4 bundles on FC
