This reverts commit af0d523. Addresses armhf test failures.
Fuzzing sets packet length to 0 to attempt to drop. This makes it happen.
Apple products never need FORCE_ALIGN so no need to test M1 (it always fails anyway because test program includes fork()). For other arm processors, only turn on FORCE_ALIGN if the test program fails.
