Current build-test-verilator.yml has a dependency upon an external repository to provide a pre-compiled RV toolchain, which may be unstable and subject to unannounced changes.

Also, related: version number used for internal build variable RISCV_VERSION should be updated here.

This is a non-critical enhancement for build pipeline stability to be done for the 1.1 release.
