• Release JupyterHub patch version, and bump it here.

• Fix failure to bump the github action jupyterhub/action-k3s-helm from v1 to v2, so we can fix broken CI setup z2jh as well via dependabot
  Dependabot fails to bump to v2 as v1 and v2 are branches, not tags action-k3s-helm#44
  ci: keep v1/v2/v3... tags updated instead of branches action-k3s-helm#45
  Docker and k8s 1.24 issue action-k3s-helm#49
  Debug failure of netpol enforcement when docker is enabled action-k3s-helm#53
• Test against k8s 1.24, as k3s 1.24 is out
• Let changelog be part of HTML rendered documentation to make it smooth to link out to configuration reference schema

  docs: move changelog from pure markdown to sphinx based docs #2769
• Update changelog to include merged PRs etc, write changelog text about breaking changes etc

  I'm working on it, no blockers but its a large changelog with lots of relevant for this release.

Release meta to reduce work when cutting releases:

• Add automation to re-freeze hub image dependencies via manually triggered workflow
