From testing this action as it currently is in main in z2jh, I conclude a regression came from introducing the standalone dockershim alternative cri-dockerd in #51.

This can be seen in #52, where we now ensure to test docker-enabled with a netpol test, and observe the failure seen in z2jh's test suite as well.
