[otp_ctrl] Carry-over refactored version from Darjeeling

Description

Carry-over refactored otp_ctrl version from Darjeeling, and update partitioning as needed for Earlgrey PROD.

This is being addressed in a chain of PRs:

This second HW_CFG partition is similar to Darjeeling, but contains different items:

This change is on top of the Darjeeling changes and basically ensures backwards compatibility with the closed source wrapper from Nuvoton (preventing accidental fatal alerts due to ECC errors on partitions without integrity):
