Options button does not render for heat map widget in dashboard page

To Reproduce

1. Bring up OSD for version 2.9.0
2. Download the sample flight data
3. Create any heat map visualization
4. Add the visualization to the any of the dashboards
5. Hover over the options button and click on it
6. the options window is not rendered.

Expected behavior
the options window should be rendered.

OpenSearch Version
OSD : 2.9.0

Dashboards Version
OSD : 2.9.
