Low zoom relief turns white #198

At zoom 2 the relief is grey, great! But on it's way to zoom 0 it turns white. At least it should turn the neutral grey used in zoom 2, if not having a little relief still.

Is this new behavior? Probably shader-related, I'll check it out.

I suspect it's always been around but wasn't a priority.
