Ignore badge updates from virtual rooms #5155

Clients with environments with virtual rooms may not want events from the virtual room incrementing the badge number. To work around this we can ignore the badge update for those pushes and sends a read receipt for those events so that the servers-de badge count is correct for subsequent notifications.
