Debug failing regression test

Noticed that some workflows over on #28 are failing due to a test that hasn't been touched, starting an investigation and fix here.

Conclusion

The data produced is identical, however the rows of the CSV come out in a different order - not sure of the reason why but I suspect this is a pandas speed-up that has been introduced that can't guarantee the writing order of rows.

Fix that's implemented is to load the expected output and produced output as DataFrames and use pandas to compare them, rather than filecmp. This means we can order the CSV rows (by region) then assert that each row is identical through DataFrame.equals().

Other Misc Changes

• Made the test and deploy CI workflow have a dispatch option so it's easier to attribute the cause of this to a change we've made or an external package change.
• Moved tox.ini into the pyproject.toml as per other brainglobe tools
• Told .gitignore to ignore .vscode config directories
